• Globally, annual semiconductor capital expenditures approach US$60 billion, with industry giants such as Intel, TSMC, and Samsung each investing roughly US$10 billion per year; even with the backing of the Big Fund, total investment remains relatively limited.

• According to our statistics, in addition to the large fund with a scale of nearly RMB 140 billion, provinces and municipalities that have become hubs for the integrated circuit industry have also established their own local IC funds. As of April 2019, more than 15 provincial-level regions nationwide had set up local IC industry investment funds of varying sizes, with a combined total approaching RMB 500 billion. Leveraging the National Integrated Circuit Industry Investment Fund, regional funds, private capital, and bank loans, the total additional investment in China’s semiconductor sector over the next decade is expected to reach approximately RMB 1 trillion.
